Abstract

Water resources are among the most important and scarce resources in the nature, they Are the fundamental and determinant element of human continuity, the most challenging factor for agricultural production and one of the basic pillars of economic development realisation However, it has been affected in recent decades by climate changes and global warming that has affected many countries around the world, especially North African countries, which has pushed those interested in this field and international organisation to sound the alarm and seek the best way to deal with these challenges, and urged the countries concerned to improve management methods.

Morocco, as one of the countries affected by the phenomenon of water scarcity, has always been fully aware of the importance of this resource, in this respect, Morocco has worked to adopt a set of policies, and also to implement a set of strategies, plans and programs, as well as the establishment of a modern legal arsenal and the introduction of several institutional reforms. Despite these efforts, the enormity of the challenges that the country has known during the recent years have constrained the achievement of the expected results.
