The centrality of territorial areas in supporting the regional strategy in Morocco

Abstract

Territorial issues call for a review of relations between the state and territorial communities, while working to strengthen planning and intervention tools with the aim of giving them a spatial dimension, given its fundamental role in serving integrated and sustainable development. In addition to the obstacles to territorial development in urban and rural areas embodied by these issues, we list the obligation to win the bet of convergence and ensure the consistency of regional designs for land 
preparation with sectoral policies on the one hand and between spatial planning and programming on the other hand, according to the problem of developing urban and rural territorial areas, as a fundamental key to reviving advanced regionalization in Morocco and maintaining its dynamism, 
which helps to raise questions in this regard surrounding the general problem to clarify its most 
important features and to deconstruct the elements of the Moroccan regional territorial reality. Why is changing this territorial reality a priority for the dynamics of the regions, meaning its development and the rehabilitation of urban and rural areas in spaces for localizing territorial development? What are the objective justifications for integrating the territory into international economic flows and supporting public investment in the economies of the regions? What is the role of decentralization and national land preparation in establishing regional development strategies, taking into account the shortcomings of post-independence territorial development performance and the linear projection of the central development formula at the regional level? What is the alternative to adopting a harmonious participatory option to implement development projects and attaching it to regional plans that take into account territorial differences at the national level?
