Abstract

This study aims to highlight the oversight of the United Nations Organization and civil society during Morocco's water crisis and to reveal their role in ensuring the right to water and sustainable water development; First, from the theoretical root of the issue of environmental crisis management in general, and the water crisis in particular, the study was initiated with theoretical roots by focusing on environmental philosophy from the philosophy of the philosopher Aldo Leopold and then political philosophy from the point of view of Jürgen Habermas, in order to identify different rooted approaches to water crisis management; The study then proceeded to highlight the intervention of these NGOS (United Nations and civil society) in guaranteeing the right to water, especially during water crises, by demonstrating the Organization's control over Government institutions in the area of the right to water, and examining the role of civil society as an entry point for water development that guarantees the right to water.
